Some experience on my part:
- If you want the dots perfectly round, change the q-tip more often. If you don't, the dots will become stains. This is also nice looking, but maybe not the effect you want.
- I have used standard acrylic paint, no special paint for fabrics and I have let it dry over night. I will report how it will look like after the first washing, (Wikipedia says acrylic should be water-resistant when dried, but I often read the contrary).
